美國升息對台灣影響 關鍵問題一次讀懂

（中央社台北17日電）美國聯邦準備理事會決議啟動升息，透露美國經濟穩步成長的訊息。分析認為，美國升息，台股「利空出盡」。美元走強，為提振台灣出口競爭力，新台幣匯價沒有大幅升值的空間。

美國聯邦準備理事會（Fed）16日（當地時間）結束兩天決策會議，一如外界預期地決定升息息1碼。中央社整理美國升息的幾個關鍵問題。

一、美國升息的意義：

為對抗金融危機的衝擊和美國經濟衰退，Fed從2008年12月以來就將利率維持在0-0.25%，接近零利率。Fed今天調升利率，釋出當前經濟能在較「正常」或貨幣政策更緊縮之下穩步成長的訊息，也意味正式揮別因應金融危機而採行的史無前例寬鬆貨幣政策。

二、美國升息的經濟條件：

美國失業率已自2009年10月高峰時的10%，腰斬為今年10、11月的5%，直逼「充分就業」水平。10、11月消費者物價指數（CPI）分別年增0.2%、0.5%，使Fed有信心通膨會漸漸回到2%目標。今年第2、3季經濟成長率分別年增3.9%、2.1%。穩定就業成長、通膨朝向目標、經濟數據正面，使Fed決策升息。

三、美國升息的衝擊：

美國利率走高，原本停泊在新興市場的資金將大量撤回美國；強勢美元則將導致新興巿場貨幣大貶；且新興巿場的美元債務將因美元升值而導致償債成本提高。世界銀行（World Bank）日前警告，美國緊縮貨幣可能導致資金突然停止流入新興巿場，形成1場「完美風暴」。

四、美國升息對台股的影響：

台新投顧董事長吳火生表示，美國升息，對台灣股市來說是利空出盡。上週外資在4個交易日內賣超台股408億元，資金大舉回流美國顯示市場早已預期美國將升息。他認為，台股回測7860點10年線支撐後，持續探底的機會不高，預期台股將有反彈空間。

金融監督管理委員會主委曾銘宗認為，對台股來說，美國升息代表不確定因素消除，反而正面大於負面。

五、美國升息對新台幣匯率的影響：

外匯交易員認為，市場對美國升息早有準備，短期內對新台幣匯價影響有限，「該反應的，都已經反應過了」。然而台灣今年經濟數據不佳，經濟成長率面臨「保一」關卡。加上人民幣匯率中間價創4年新低，為提振台灣出口競爭力，新台幣匯價沒有大幅升值空間。

六、美國升息對台灣利率的影響：

中央銀行9月降息半碼，但台灣第4季經濟表現未見好轉跡象，學者認為降息效果不大。央行今天下午將召開第4季理監事會議，市場預期，台灣沒有隨美國升息的條件，利率維持不動的機率較高。1041217
